Guild War Declaration, how does it work?

Just a simple question that has been bugging me ever since i saw the war declaration announcement.

  1. How does one declare a war to other guild?
  2. Does it require both guild agreement?

If i remember right, you declare war on them and they have hour to turn it down, if not then it automatic accept. But you can not get any declare war at all by turn guild into neutral which i have no idea how

yea it will automatic start war hour after declare

Dang that sounds scary if they declare war while GM out for work or sleeping.
