Here’s my fixed skill build currently:
Lethargy 1/5
Magic Missile 5/5
Quick Cast 5/5
Sleep 15/15.

Full DPS-Full INT.

Not gonna get Earth Quake because it’s pretty much useless, IMO. Not getting Surespell either because I never even needed to use the skill with my Ele3, even with those long casting skills. I’m sure Quick Cast is already enough.

There will be rank 8,9,10 it is not strange if some class have channel skill. Should max surespell

Anyway skill reset is not really expensive so … doesn’t matter
