Since its going to be time, I’m curious how many players are able to get the costume without spending TP at all?
It isn’t possible. There are only 28 days, and you get 480pts per day. Max you can get is 13,440 and if you remove the hours from the maintenances we had, you’d get even less.

IMC should have just renamed this costume as a TP costume
Not possible from the very start. Even going full online (assuming no crash, no VGA error, no maintenance, etc) you’ll still lack behind a few hundreds.
