Since I don’t plan to spend 3 hours running around in Fedimian… I’d like to ask this simple question: where can this NPC be found in the town and when does he spawn (0:00, 1:00 or 2:00 + every 3 hours)?

I saw it by 6:27 PM on Klaipeda @ Fedimian Ch1.
I don’t know when it spawned though but I simply kept checking randomly.
It’s gone now, I’d assume it stays for the entire hour and maybe spawns each 3 hours.
So the next would be 9 PM on Klaipeda @ Fedimian Ch1 ( ? )

It’s up at 9 PM.
He appears every 3h for one hour, at hours that are multiples of 3 (so 6 am, 9 am, 12 pm, 3 pm, 6 pm…).
He is in the top left of Fedimian in the Western Holy District, by the tent here.
He’ll be back at midnight~

Traveling Merchant Exchanges
Finally, we have an idea to diversify the sources of Blessed Shards involving the business of Traveling Merchant Geraldas.
In this new function, players can exchange material items or recipes they collect while farming for different amounts of Blessed Shards. The list of items accepted by the Merchant will be different every day, and there will be a limit to how many items you can trade there per day (per team).
All this npc does is ask for my money or coins always D:
and all it gives are common gems you can get without even trying D:
