I played the game in icbt2 and for me it was badly optimized.
I am deeply in love with ToS, and really looking forward to go back, but I worry about those not so nice frame drops I had in some situations.
Ive got a 4.0ghz i7 + 16gb ram + r9 280x 3gb vram + 2tb hd

As for optimization, it’s definitely better but still not the best. Unfortunately I’m not well versed when it comes to hardware so you can make a comparison via the link and so long as your close to the min req, you should be okay.
Your specs are fine, nothing to worry about. For the game optimization, well it was pretty bad during the iCBT 2. Just hope things would be polished during iOBT.
