Then they have to disable charging through credit cards in the meanwhile and offer alternative ways to pay, this will hamper the stolen credit card use for a while. The game has a decent enough population as is, and im pretty sure players that wants to get in will spend it using steam wallet to buy the game instead of credit cards. This means VALVE is the one dealing with fraudulent purchases.

That is correct. No bot no RMT. You cannot, however, apply the reverse and claim Bot = RMT. I can bot all day without RMT.
