Friend is unable to play (more details inside)

Hello all, my friend is too lazy to ask for help so the least I could do was force him to submit a ticket. Since he won’t actually post a topic, I’m posting in place of him and was hoping someone here could help us.
Background: Friend plays from the Philippines (he moved there 3 years for nursing school) and we recently came back from a 3 month hiatus. However, he is having trouble getting into the game. The game would patch, close, and launch a white screen (or whatever you see before you reach the server selection) before closing/crashing suddenly WITHOUT any error message popping.

He tried reinstalling the game multiple times, deleting folders and verifying the integrity via steam, and replacing various .xml files. Unfortunately, nothing has happened. I also made him repair the Visual 2015 thing that Tree of Savior seems to require now, put ToS into the exceptions for his firewall, and update his drivers.

The most I could get out of him about his specs are:
Intel® HD Graphics Family (he has a Microsoft Surface Pro 3 and has been able to play ToS fine back then)
Dedicated Video RAM 128 MB
2.5 GHz
8.0 GB RAM
Windows 10 64-bit
I’m not sure if that’ll help anyone but it’s something. Currently, he is reinstalling ToS again but I was wondering if anyone had the same problem and was able to solve it?
