UPDATE - READ BELOW - Problem is 100% Server Side
I’ll let the video speak for itself however, what’s going on is suddenly now every time the map is opened the game starts stuttering and there’s a noticeable drop in FPS (but not enough to be the cause of the problem).

Things to Notice: Drop in FPS when map is opened, Knidos Jungle Arrow Stutter/Lag, Shout/Voice announcement test/bar lag, and of course character movement while map is opened. I also just noticed even when the map isn’t open, there is a camera movement effect (can be seen briefly at 52-54 seconds) by looking at the hotbar/skill bar.

I submitted a ticket/contact support explicitly telling them not to respond with a canned response (you know, like restart the computer or Steam) and of course what do I get? “Please try to relaunch the game from Steam” and “provide a screenshot”. However, I not only submitted screenshots but also uploaded a video of the issue.
So far I’ve tried:
- Restarting Computer
- Restarting Steam
- Verifying Integrity of Game Cache
- Disabling Steam Overlay and Desktop Game Theater
- Setting Launch Options to -DX11
- Changing Settings to Low Performance and Unchecking Everything
- Changing user.xml file
- Testing Internet Speed, Packets, Connection
- Changing NVIDIA settings
- Switching to Intel Onboard Card
- Changing Affinity to Disable Multiple Cores
- Many More
UPDATE
So I decided to make a new character in another server (Klaipeda instead of Orsha) and the stutter/map issue isn’t there at all. This means the problem is obviously server related and not user related. Further, it points to possible attacks on the servers/hacks or even bots to the design of the game/network stack using TCP.
