There is a huge difference though.
Macro AFK-levelers are legal (it kind of has to be legal considering how easy IMC made it. They can’t reasonably make it that easy and then punish people for abusing it), but macros are also relatively easy for IMC to stop (if they decide they want to).
Bots are typically not legal (I can’t think of a single game that they are legal in), and significantly harder for IMC to detect and stop (since they have an AI and are designed to behave as an ordinary player). So far I have not seen a single actual report of a botter.
Macro AFK-levelling doesn’t really need to be reported any more. IMC must be fully aware of it at this time, and if they will fix it if they want to.
Actual bots (with AI), should be reported, because at this point (from what I can tell by playing in-game and reading the forums) ToS has 0 bots (although I am sure there must be at least a few out there somewhere…).
