Forecast working as intended?

I’ve been using forecast for the past two days, 15+ bosses, and I didn’t see any telegraph other than the default ones that we can see even without forecast. Instead I’m seeing a lot of green telegraphs from my allies (useless).

Is this skill 100% useless or bugged?

Most bosses already telegraph there skills thats why. But if they had a skill without one it would gain one. it also works in pvp, not very useful though.
