There’s no such thing as bots in this game, what you see is AI filler characters, so you don’t feel alone in this huge world…
In-game report function is only decoration.
Forums too, seem the section is only for decoration, at least, for most of the posts.
In the mean time, HG 270, Lhadar Forest and some other places are lively with bots.
