The Fan Art Festival requires a submission of the art to a staff and a post on the Fansites/Fanart forum to build up hype. My brother has already finished with his piece, but can’t create a new topic and private messages. (I think the reason behind this is that it’s his first time logging in to the forum)
Any suggestion on how to help him participate in the event?

When you create a account, you have to wait one or two days in order to wright something. It’s systematic.
