EXP Tome says the server cannot be reached, all other items work fine/enemies can be killed/etc

Bug Description : Game stopped allowing me to use EXP Tomes after a 300% Looting chance was activated by someone for the whole server. The error code in the screenshot linked is given. But only for the EXP Tome. All other items work as intended, I can move around, change zones, kill enemies, everything else, but not use an EXP Tome.

Steps to reproduce the issue :

  1. Have someone use the 300% Looting chance boost for the entire server.
  2. Try to use an EXP tome right after one expires as/right before the previous EXP tome expires.
