Is there any recommended or best time/level/point to use your EXP cards? For ex. i have level 1 exp card. Should I use them when I reach level 20-30? (Just an example).
Or just use them as soon as I have them?
i like to use em asap lol the faster you use em the faster you level the faster you get more cards

if you play casually and don’t do much dungeon and/or use exp busting items, then I would recommend using them to keep yourself at the map levels or a little ahead of it…
also, if you don’t plan on doing all the side quests (blue ones), is good to save some for later…
that been said, there are many ways to level up, so don’t feel bad if you run out of them

Due to how the exp system works(google “tree of savior exp chart”)and if you feel your leveling as slowed, exp cards help with this slog. When the exp “resets” using cards will allow you to level very quickly.
