so there is no exp penalty when we use exp card lv 1 when we at lv 100?
If you somehow still have Level 1 EXP cards. They give you literally nothing at that level; but they don’t scale down as you level up.
They are useful to bridge gaps where grinding in open fields is poor, or the dungeon at that level tier is garbage.
