Is there particular npc to swap my lolo.(have cloth want plate)?

Sorry to say but Lolo items are not refundable or exchangeable through any NPC of the game. You have to either trade it for the desired armour you want or sell it via market or trade.

This option will only be available later, they did mentioned it in one of those dossier notes series.
