nope, it’s in the north of fedimian past the apsimesti crossroad the snowy mountainous region of kaliss, i been there today with my scout.
If i remember correctly it’s around mefafsala then kaleijimar visiting room. The monsters you will encounter will be 250+
If it is the Lv 238 map, you have to enter through either Sentry Bally or Fortress map statue, then go to the 3rd map (Residential Quarter)
The entrance to Ruklys Hall of Fame is there (the red circle):
Its the next map after Hall of Fame the south portal.
Apsimesti crossroad>Verktis square, where there is petrifying frost in the ground>Ruklys street got a vakarine warp statue so save here. There is also one in stogas plateau and sentry bailey.
