Me and some of my friends ( that will be playing TOS ) are from Morocco =D so we would love a European server since it will lower our ping a lot.
Also I’d prefer if the Europe Server was in France or Germany.

EU server is good in Germany. Frankfurt is a good choice.
I’d say Frankfurt for EU server.
The city has quite a lot of datacenters and a well-developed network infrastructure.
Never had any lag problems with games hosted there.
Playing from France, but I guess Germany would be a good fit.
You will find almost all EU games host their servers in Germany since it’s situated in a good location for all everyone. However being from the UK I would prefer hosting to be in England ^^
Russian. We want a server in Frankfurt. Better only in Moskow!
Playing from Singapore. US West Coast/SEA Server will be great

I’m from France, so France or Germany would be ok I guess, England would be great too. French servers usually are great ones.

I would suggest Frankfurt or Amsterdam,
Both have good internet exchanges.
FFXIV servers are located in germany and seem to work pretty well.
LOL european servers are located in Amsterdam and also work well.
I will play from amsterdam so well some slight preference for Amsterdam 
But Germany will also work.

It would be better to get a server in germany, cause it give most people a certain proximity, lowering ping for most people.
Playing from France, Germanyi is the best for european server!
