i’m from Russia ( Moskow ) . Server in Frankfurt looks optimal.
They will accommodate Russia as well, so yes central EU server is what we need
I think Frankfurt (Germany) will be good, because alot Server from most games ive played are there i think. Im also german.
Put the server in my back garden. PM me I’ll give you the address. You can even come install it yourself if you want ;]

I’m from spain so probably the best for me is France, but Germany is ok too. Good infrastructures in both countries anyways.

from Singapore here, might be a little biased but a sea server here would be nice since the infrastructure is robust 
you can transfer servers once the they launch EU so don’t worry and play NA for a while

A server in the region would be nice for both the sea and oceania players.
I think Frankfurt or Amsterdam are good enough. I’m playing from Russia, Yekaterinburg
for servers location Amsterdam or Germany is best
