So here is my error, i just fresh download the game, checked file integrity and all, but still getting this, anyone can help me?

If you get this on a fresh download, this just means you have downloaded the game but not all the patches. Sometimes this also happens when you have an update to the Steam client that is pending (this sometimes prevent game patches to be downloaded): just open your Steam client, go to the main menu and click Update. If that’s not the case, I just suppose one of the downloaded patches is corrupted and you have to reinstall the game.
i forgot how i fixed it, but what i remember is i deleted some 0kb files in patch? something like that, i just found that in the web.
