Try creating a desktop shortcut for ToS and running it in administrator?
I hav Tryed that to Dosent works 
try removing the release.revision file from your tree of savior/release folder then try using the patcher.
I m Trying all posible options please can some one tell me how many files are there (.pak) or how many MB?
I have no .pak files only 20 .ipf files as 587MB of data total within the patch folder, try verifying cache through steam.
Verfiyed it 6x Times and it does move forward to another file like , i need to re do it again like 4-5 times sigh and in the patch (folder i have the same amount 587 mb) i m talking abt the Start screen)
Hmm i m moving at Snails Speed but The error Occurs Frequently u Close re open (4-5) it comepletes and moves to next File hope there is a fix for this .
which kind of internet connection do you use? wireless or wired
Wired * and you think its internet problem ? coz i restarted the modem and other options also .

yeah or just a bad file for whatever reason, what about your firewall program is tree of savior on the exception list?
