Because failure = lose 1 level and 1 potential. And failing at 0 potential destroy the item permanently.
(yes there’s gold anvil, but that is rare enough)
Trust me that +15 is not easy to get.

It’s not 51% to get there. It’s less chance when you add in all the gambling you take when you try succeed on each tier.
Please we don’t need to be grinding any more than we need to already to obtain the equipment any more times than we need to for trying our odds again if we fail. If you make things too impossible people will get bored of trying and cheat. Let’s not encourage that.
true - if the cap was +10 i would understand a 10% chance at +9 and +10 otherwise its just fine and well thought through
