Enemies 10 lv lower than me gives experiencie?

I already know that enemies 10 levels upper than me don’t give me experience. But now I don’t know if enemies 10 levels lower than me can give me exp. Anyone knows?

24 lv lower won’t give experience at all and upper than that will give but with penalty as you said

Mobs more than 10 lvls above you also give an exp penalty. Pretty easy to test in game.
