Title is self explanatory and gives the rules. Additional rules below:
If two people tried to rate/comment above person at the same time. It’ll mess up and one person will end up doing it to the wrong person. Image it in your head.
So the rule for what happens then, is that the person who came second will have to edit their comment to work for current above person’s.
Now we just fixed the problem for the possible issue of two people rating/commentating at the same time.

If you have already partaken in this activity, wait until the current most recent comment has had no replies for at least fifteen minutes or longer. Giving enough time for new visitors to have their proper turn. Without needing to edit their comment for whoever took their chance.
My turn doesn’t come until there are commenters. Otherwise I’d be doing my own profile.
