i cant end this quest because i cant find any black circle at the end of 3 area. anyone has a solution on this?

I have tried zone swapping, restarting and eventually abandoning the quest.
But after abandoning the quest the NPC Liaison doesn’t even want to speak anymore (not even a space bar interaction icon pops up) but I do however see the black mist but obvious I do not have the quest nor the quest item anymore…
