Yep, it’s true. There’s other attributes just like this that require the skill to be Lv 3.
Wellp that’s pretty stupid but I guess it forces people to level their skills rather than just getting stuff for utility. 
I wonder why they made it an arbitrary number of 3 levels for the attribute though?

I needed lvl 2 Resurrection for Revive duration attribute :x
Required Skill Levels of Attributes were part of our latest Skill Simulator update so you can see the required skill levels there. We plan to add this information to our attribute database and the class pages as well.
