Hello, i was trying to buy the exclusive access 3 via steam and got this message:

It seems as if you are receiving the message because you already have the base game in your library.
I’m going on a limb here to assume that you have participated in one of the iCBTs or downloaded the game previous to the change to ‘Coming Soon’.
The DLC currently has the base game included to allow for pre-loading. As you seem to have the base game in your library, which is F2P, you shouldn’t be affected in any way.

Well I feel a bit stupid now, didn’t play the game before too, but will just go and buy the early access now and hope I can play it with friends on early release then. 
Did you check to see if a friend has already gifted you an Early Access package?
No but it seems to be a steam error, after buying the early access it also showed up in my dlc section and friends could see it too then.
