Druid's Transform is bugged - can't cast skills

Bug Description :
Druid’s skill ‘Transform’ seems to behave like the full Lycan transformation. The Druid can no longer use regular abilities when transformed into a monster, and can only use the monster skills. This makes the ability very useless due to how poor the monster skills are in general (please buff this ability or give monsters better skills to copy…It’s so bad, seriously.)

Steps to reproduce the issue :

1. Have Druid with Shape Shifting and Transform ability.
2. Shape Shift into any monster
3. use Transform into monster
4. character abilities are all unusable
