Yes dragoon can use all their skills while mounted
Your build looks fine except cataphract c3 needs 15 on trot. Trot is the defining skill of cataphracts and at level 15 it has 100% uptime
Sword C2 is less futureproof than Peltasta C1, so i recommend pelt c1 just for the utility because its so good
Also since you are going hoplite you will have pierce attacks so you dont need thrust in the swordsman c1 so maybe you could have more points in pain barrier since pain barrier is very useful
Dont get spirit its useless. something like 4:2:1 str/con/dex would be much better
C3 = for the Trot 15 and Rush yes? Is rush much preferred than the dopels Cyclone?
And also is the atk spd buff from dopel not good for the cata build?
I have also seen Rush used in some vids, but i feel that the amount of hits and dmg it does is way lesser than the dopels cyclone.
