Most of the elevatore doesn’t work properly - but for majority of them after few tries you will get transported eventually. However - using the Downtown elevator (in the Sky Tower area I belive - though can be wrong) after ~50 tries I couldnt menage to go to the top - i’ve got kicked out of it in various manners in about 3/4 - 3/5 of the way.
