Does Stone Skin still scale with SPR?

I saw it was changed from “Block” to "Damage Reduce"
Just came back yesterday and I dont know lots anymore =w=

No, it doesn’t.
It’s a fixed 20% reduction at level 5 (10% at level 1).

Not 100% related to your question, but I just wanted to drop a quick note about Stone Skin:

While testing the damage formula, I noticed that Stone Skin still does allow blocking if you don’t have a shield.

At 2:08, I somehow block a punch.

Normally, you can’t block unless you have a shield. Pre-patch Stone Skin would give a big block bonus and always allow blocking. Now, while I don’t think it gives you a BONUS to blocking, you can still trigger a block if Stone Skin is active.
