I’m aware that some skills like Flame Pillar or Flame Ground work on stopped enemies. Does elementalist’s hail work in the same way?
No because Stop makes enemies inmune to dmg while they’re stopped.
Hail lacks an additional damage like burn that isn’t effected by stop. Would be funny if they could be frozen while under stop though.
