It does. You will notice the skill says +fire attack 20 (for example) and + additional attack 20
Your skill will only get benefit from the 1st part yielding + 20 damage in your skill attack.
Your normal attack will get benefit from 1st part plus it will proc the extra attack also get benefit in the 1st part yielding + 60 damage in total for normal attack. (The extra attack can be boosted by + elem attack in your equipment as well)
That +20 and anything you tack onto it has the added benefit of ignoring magic defense
but how much for skills? i tested it on my pyromancer but since my skills are fire based i dunno how much it would affect another element skills, i leveled the skill only for lvl 1 and it grant a 100+ plus damage for lvl 1, it seens pretty nice. just curious for other skills, i already know that it buff the basic attack aswell
For Enchant Fire lvl 1, your skill will do 7 more damage (modified by element of mobs before adding into the formula).
This will apply for every other skills as well, not only fire based skills.
