No it doesn’t, it only affect instant healing, not regen.

Healing factor is not affected by Restoration nor Ein Sof’s attribute.
It is, however, affected by the character’s max HP. At 73k max hp I heal around ~800 hp per tick. Easily heals 7~10k hp per second.
