whats the point in holding down a skill for full charge? or w/e
That depends on the skill. Some allow you to use the highest level of the skill when fully charged when it’s Lv 2 or higher.
Depends on the skill, Energy Bolt for example will do more damage if charge it, some others aren’t clear enough, like Sleep, it may have higher chance to work, but I’m not sure. Some skill descriptions are very bad detailed, for you to be asking this question is only a proof of it, keep testing while you can.
Usually skill that charges up will use higher level version of the skill with charge (i.e. those lv x popups you see)
There’s 2 variation of this I see in the game right now:

X time = X charges. Meteor, Cartar Stroke, Flesh Cannon, etc. These have longer maximum charge time the more skill points you put into it, but the time to cast the same level of the skill doesn’t change. i.e. Even if you have lv 10 Meteor, if you charge for 1 second you’ll still only use lv 1 Meteor.

Time per level = Max/skill level. Energy Bolt is an example of this (And I’d say the same apply to Ice Bolt/Freezing Sphere) Basically the max cast time is always the same, so putting points into the skill make you charge lower level faster. For example a Wizard with lv 1 energy bolt will have to wait for that full 1s or so to fire, whereas one with lv 5 can charge for a tiny moment and still fire.
Leveling a “Charge” skill divides the same charge meter by skill level.
For Ex. a lv1 charge skill takes full bar of 1 second to cast; at lv5 u can charge for 1/5 of the same 1 second bar & release, which casts the lv1 version of the skill.
While casting, it shows you how much level you have charged, although it may be hard to see.
