Do the +10% bonuses for INT/STR care about when you assign stats?

For instance, if I put 10 points into STR after my first rank up, does the 10% bonus to STR apply to those 10 points? Or does it only apply if I put those 10 points into STR before I rank up?

It does not matter, it increase based on how much points you have, past, present and future.
