Do +movements from token/penguin/windrunner stack?

For non-cataphracts:

Token +3
Penguin +3
Wind runner +3

So total 9 movement speed? What’s our base speed?

Yes, they do stack. I believe the base speed is 30. Plus Token, 33. Plus Penguin, 37. Plus WR, 40 =p
