Do monsters have block value?

I was wondering if this item works on mobs.

http://www.tosbase.com/database/items/recipes/10092/ worked on mobs.

I checked on ToS base and I could see mobs had con but no block value.

Some mobs I notice have block of some form on them.

Infros from Sushine and Cronewts from Ibre have some form of block.

Do u know where I can read block values for these mobs?

The stats are hidden afaik, plate mobs seems to block way more. That weapon seems to be a plate-counter.
