My girlfriend created her account but only recieved 16 Boost Pack… why?

i have 2 characters… with one i recieved the 19 boost pack, and with the other one just 16 as her… can u check that out? I read that because its my second character i cant get it… but her? its her first one, thanks for the support!

Please make sure you and your girlfriend send us a Support Ticket about the missing Boost Packs so that we can properly assist you two

After clicking here log into your steam account (the one that has the problem) and submit a ticket.
same thing happened to my 2nd character. Already created a ticket
I think after today’s maintenance, the boost pack box was bugged. No longer giving any to new characters or existing new players during this event.
