i do not find any NPC for the quest.
what the just happen about this BUG
where is Kupole Arune?
Is that real bug?
Make sure you’ve completed all previous quests. 
I also encountered this today. Try spending some time killing mobs around and comeback to see if the NPC appear or not
I find the same bug but at Demon Prision District 3, The NPC missing for my Paladin but appear normally for other Alts.
*Edit: After some mobs hunting in that place and returning, the NPC showed again for me.
I sure i completed all previous quests
i killing mobs over 100 and come back district 1
it still not at the location .
I’m having this kind of bug too, but in district 3, with the very first quest where I have to talk to valkarine.
Same problem.Decision --> Just runs on a yellow flag with the West Siauliai Woods to Vita Gorge (Only the main story) 40-50 min and you will have happiness (Srry for bad engl)

I had the same problem and I made it work. I’m not sure if it’s just coincidence or not, but here it goes:
I decided to grind in there until I leveled up once. When I did, I went to check if she was there, and alas, she was. Really, that’s all I did. Nothing else seemed to work.

Don’t know if it’s a coincidence as well, but I carded one level and the npc came back. Thanks for the help!
Edit:
It worked for me in the first instance of Demon Prison 2F, but then the missing npc reappeared at 3F and I haven’t been able to make it spawn through leveling… Sad life

you need to be patient as the game is producing more errors and bugs than it should, just do daily quest and frequently check the missing NPC for their reappearance and you should be good, at least that was my experience in my case, about 3 days ago when I discovered the missing of NPC in Demon Prison District 3
More!? I’m on 1 step to quit from this game…
I know your feeling… But we have got no other available choice. Surfing the forum will do the trick I find it quite amusing

showing npc quest for my dragoon lvl 275
but for my scout 181 as you can see is not showing … so isn’t a client issue, right!?
Surprisingly enough, my Fletcher also suffered from that question with NPC Zydrone but we have confirmed the issue is likely to happen with Demon Prison District quest serie more often than other map’s quest, all the rest remain mysteries.
