This happened to me yesterday.
They were not there for me and some friends after we finished the main quests in this map, then we ignored it, advanced on the next maps and went to sleep. Now I just checked and they were there.
Try to complete the next map (Delmore Outskirts) or the maps to the right (until Sautatis Trade Route).
Those are the maps we completed before we went to sleep. Maybe that will help.

OK this problem is now solve… in future for whoever face this problem go to next map first and finish main quest up to the government ruins. The npc now appear in the map for me. Thanks for all the reply! =)
