Each account has a total of 3 restorations per year in total, and each request has to be done by individual tickets. Items and characters count as the same.

I restored one character today but the tech person who helped me on my ticket kept on telling me it’s only 1 character and 1 time only even though I showed him the link and asked him. So the official notice is saying 3 per year but the tech person is saying only 1 per account so I’m super confused.
It is possible that this “restriction” is tied to some technical limitation and/or to avoid possible data corruption. I would understand if they said you need to wait X time to do it again on the same character (which is unlikely to happen in a short spam).
I don’t recall any changes on the restoration policies since they published it, maybe it’s just some communication error or they forgot to update the text.
I think it may be that the particular tech person wasn’t updated on the new policy? Is it even a new policy or was 3 char restore per year in effect since 2016?
Almost sure they didn’t had any (at least public) restoration policy before that post publication.
That’s an item restoration policy, has nothing to do with character restoration.
Now that you said it, it’s right. I forgot that companions also can hold equipment in their slots, but i thought it wasn’t possible to directly delete them without deleting the companion itself.

Can be restored when the Character/Companion is deleted.
※ Make sure the Slot is available in the lodge, and if you have character with the same name as the character you want to restore, please change the existing character’s name before sending the ticket.
I guess technically they will revive the deleted character/companion up to 3 times per account in one year if the character/companion had the item you want to restore. But then if you want your character/companion restored 3 times a year then I guess you can lie to the devs that you want to restore some items they had so restore the whole character/companion.
Also says you have to make the claim within 3 days of deleting it.
