Easy enough to describe, the Ice Wall: Magic Igloo art lasts for 15 heals (1 per second), but the Ice Wall: Duration attribute states that Ice Wall will last another 10 seconds both are active, but the latter doesn’t apply when I make an igloo.
It may also be a bug that enemies don’t freeze inside your Igloo, although I think that much is intentional.
