You could always wear your swordsman outfit if you dont like the costume though. There are only a few costumes that have skirts like that and i dont see a problem with there being a few since some people like it.
Even better though. If they did change it, they could add a panty shot costume in the store, so the people that do like it would have to support the game to get it

In actual seriousness though, it’s never really bothered me. I mean, there’s actual means of satisfying yourself beyond a few pixels of a character’s underwear.
And even then the only one I find very obnoxious is Highlander’s. Archers seem to have that trope of short skirts and pantyshots are abound, and Peltastas were even noted to “use their flashy looks to dazzle the battlefield”, so them having short skirts make some sense.
You can’t have it that way because that was the style the artists wanted to go with. The end. Thank god there are costumes and stuff to let you customize your appearance so we don’t have to compromise design to appease the easily triggered.

If it really annoys you, play as male or use another costume / no costume.

if you need an in-game reason, maybe they used softer, lighter fabrics on her outfit, and rough, nasty burlap or something on his.

The thing here is most people play their character as if it were themselves. I know if I was playing a female character, I wouldn’t want my panty in everyone’s business. All I need is a toggle to change the panty to shorts and it’s fine.

it’s the same as rl; if you don’t like the way an outfit looks on you… don’t wear it.
