I would like to know if Dust Devil works with Spear + Shield.

I know it was not stated in the skill tooltip, so by right, it is not supposed to work, but i’m curious and in need of confirmation on this… Can some Corsair player please help me verify on this please.

Nope.
Will only work if you have dagger/pistol

It says in “ReqStance” what equipment sets you need for each skill. In this case, as long as you have a dagger or pistol in the off-hand, then you’ll be fine.
