This isnât a bug with the game itself, itâs an issue with steam and how steam overlay is implemented. It is caused because youâve tabbed out of the full-screened game, steam reads the game still has you holding tab when you go back into it. Google âsteam overlay coming up when pressing shiftâ youâll see a whole bunch of pages on the steam community for dozens of games that suffer the same issue.
Clarification Reminder: It is not a bug exclusive to this game and itâs not a thing that IMC can actually fix. This is a bug with steam and steam overlay not a bug with the ToS client. The only way to get this fixed would be to send a bug report about it to Valve. and Valve have given absolutely no cares about fixing it.
Your solution is to change your overlay keys or disable steam overlay for the game. These are steam related fixes to do for a poorly implemented steam related feature.

My problem is even worse. I have disabled steam overlay, and I have even changed the key to scroll lock. But the stupid thing keeps coming up and reacting to shift+tab and shift!!! No idea why \#(
