Question 1: Does quicken increase the attack rate of Psychic Pressure and Hell Breath?
Question 2: Does quicken also increase cast time of spells?
Question 3: Why reincarnate? (Does it work on the blue enemy that gives you a ton of exp when you kill it?)
Question 4: What the heck are Pieces of Dimension?

I’m not sure if i can help, but i’ll try.

1 - I believe only basic attacks have their speed increased.

2 - 100% no.

3 - Yes and on bosses too, i guess.

4 - It’s a catalyst needed to use Back Masking. It might drop from monsters or maybe you can buy them from a npc (Chronomancer Class Master perhaps?).

To further add to what iEden said:

  1. All skills instead of relying on attack speed they rely on casting speed and cooldowns. Most skills have a cast time of zero. This means even thoug the animations may take 2-3 sec, they are as fast as can be and can’t go any faster. But, those skills that do have a cast time and be made to go faster by using Wiz:C3 Quick Cast. For cooldown Dievdirby:C1 Laima Statue.
  2. Blue mobs when reincarnated turn to regular mobs but might have a chance to resurrect as blue again. Resurrect on bosses is still unconfirmed. I’ll update you, when I find out more about that.
