Why after you give the talt? He can trade it right away. You made the mistake.

Never press the confirm button until you are sure what you are getting in the trade box…
Lol… this is like the basics of scamming last time i’ve seen this is at RO thats fking long time ago… they usually do is I have X item on my alt, for now just give me the item/money since I need it here going to switch and give you the item after you give me the money/item poof gonezo. But yeah didn’t even know people fall for this still…

Good to know. More reason to not do this trade if you are totally stranger with the player. 
You could have at least provided a screenshot of the chat where you both agree for this transfer. At most, this proofs that you’re giving him 22 talts, nothing more. And there’s even possibility that you’re traded something else similarly heavy with him as well for the second screenshot and no trade of talts happened at all.
I’m not saying most people wouldn’t believe you but this really doesn’t proof your claim at all and you can be 100% guaranteed GMs won’t take action against him.
At least this thread works as a warning for others though.
I feel your pain OP, too bad this is a norm in SEA servers.
That’s why never pay until you get the goods, trading is about mutual trust, you just happen to run into a scammer.
Don’t think GMs can do much without proper evidence.
Then card trades would not be possible at all since either side can be scammed.
Unfortunately, what the others said is true… sorry you got scammed. Next time make sure you video record it. Then again I don’t know what IMC’s policies are like regarding screencapping/recording other players.
I suppose the GMs can still check out their database and see what happened, but I’m not sure if they can take action without the conversation you guys had.
That’s why I said it’s base on mutual trust. Nothing we can do till IMC allow proper trading of cards and some items.
