Chat and Friend List is bugged

Bug Description :
I can’t see or chat in Shout, Whisper, Guild, and Party. Only in general. My friendslist is empty too.

Steps to reproduce the issue :

1. Removed all add ons.
2. Relaunced steam.
3. Verified game cache.

Anyone else got this annoying problem. If so, how did you fix it? Thanks in advance!

because of this and the shinobi yellow eyed flower bug i dont know it i want to play back again >.<
