Pretty sure more customization will come in later in game. As it happened in RO. No worries boys and gals 
cosmetic choices for the cash shop would be really great, maybe mounts or different pets (still with the same bonus as the gold shop)
valve is a master of hats and seems profitable for it, I really hope that in ToS they could have a great profit with just cosmetics too
maybe different skins for classes like league of legends, that would be awesome since the basic armor looking is locked by class
there are infinity possibilities of hats that can be profitable enough to sustain a decent cosmetic shop, hope the community embrace this and actually spend on it to maintain the game balance, after all its not about the hat, but about helping to maintain the business economy of the publisher
